Chipstead Planning Applications to end January 2021

20/02659/F – Land at the rear of 260, 262 and 264 Chipstead Way and to the rear of Kita, Sunnyfield and The Paddock Chipstead – Development of 9 residences (5 x 3-bed; 4 x 4 bed)

Objections submitted. This proposal would result in a cramped, unduly intense and uncharacteristic form of infill development, harmful and out of character with the grain and surrounding pattern of development.  It does not maintain or enhance the built environment or promote or reinforce the local distinctiveness of the area. A substantial proportion of the trees on the site will be removed and the landscaping proposed is minimal as there is limited space for replanting. The loss of trees would result in considerable harm to the character and appearance of the area.

20/02837/HHOLD – Hazeldene Hazelwood Lane Chipstead - 1st floor side extension raising the ridge height with rear dormers.

No objections.  

20/02362/F – Prospect Wells House Outwood Lane Chipstead – Demolition and erection of 3-storey residential building with 16 flats with associated access and works.

Objections submitted.  The layout, siting and appearance of the development is inappropriate and unsympathetic; the parking arrangements are cramped and inadequate with few opportunities for alternative parking in the area. The developed site would be car dominated, lacking in softer landscaping and with few opportunities to green the site.  If permission were to be granted, there must be a full Construction & Transport Management Plan agreed to ensure that construction and delivery traffic parking does not cause a nuisance and have an adverse impact upon current residents, road users and bus traffic.

APP/19/01825/F – Prospect Wells House Outwood Lane Chipstead - Demolition and comprehensive redevelopment of the site for a 3-storey building to provide a mixed-use development comprising a shop (Use Class A1) at ground floor with 10 residential units (Use Class C3) at first and second floors, car parking, landscaping and associated works.

Appeal submitted.  Appeal will be held by exchange of written statements, all objections already submitted will be passed to the Inspector.

APP/19/02033/F – Nuthatch Rickmans Hill Road Chipstead – Demolition of the existing house and erection of a block of five apartments with associated parking and landscaping.

Appeal submitted.  Appeal will be held by exchange of written statements, all objections already submitted will be passed to the Inspector.

APP/20/01195/F – Nuthatch Rickmans Hill Road Chipstead – Erection of a single storey two-bedroom dwelling to the rear garden of the existing plot, with associated parking and landscaping.

Appeal submitted. Appeal will be held by exchange of written statements, all objections already submitted will be passed to the Inspector.

21/00018/HHOLD – Glaramara Outwood Lane Chipstead – Takedown the existing single storey garage and study to the side of the property and replace with deeper single storey extending forwards to the front-line of the house incorporating an enclosed entrance.

No objections.

20/02534/HHOLD – 10 Outwood Lane Chipstead – Ground floor and rear extension.

Comments submitted - The addition of first floor windows may have an adverse impact on neighbouring properties unless these windows have obscure glass.  The rear extension may impact on the trees on the site that form a significant part of the back garden. 

20/02716/HHOLD – 25 Highwold Chipstead – Erection of an oak-framed double garage/barn associated works and a new driveway

Objections submitted - The addition of the double garage/ barn style structure to the front of the property is out of keeping with the area and may have an adverse impact on neighbouring properties.  The area is characterised by open frontages, laid to lawn with trees and a verdant aspect.  This proposed development introduces a built form to the frontage of the property that breaks up that open aspect and is out of keeping with the area. 

20/02262/HHOLD – Rownhams Rickmans Hill Road – Retrospective application for the temporary erection of a fence in the garden, inside the existing boundary hedge that separates the property from neighbours. This fence is 3m hight and 6m long located in the bottom of the back garden.

Permission granted for this temporary structure for one year only after which the fence must be reduced to 2m.

20/02573/HHOLD – Chipstead Lodge Hazelwood Lane Chipstead – 2m high fence green wire fence to enclose the western side of the rear garden.

Comments submitted - the addition of a 2m high, green wire fence to enclose the site would not seem appropriate for a property in a Conservation area.  The impact on the trees and vegetation that are a boundary feature should be considered.

20/00633/F/AP - 13 Court Hill Chipstead Surrey CR5 3NQ - Appeal against the decision to refuse the proposal for the development of a 5-bedroom detached dwelling

Appeal allowed therefore planning permissions granted.

20/01945/ HHOLD – Southwark Cottage How Lane Chipstead – Single-storey rear extension.

Approved.

20/01739/HHOLD – Pirbright Manor Hogscross Lane Chipstead – Erection of a wooden summerhouse half-way down the garden against the laurel hedge and perimeter fence.

Approved. 

20/02221/HHOLD – 3 The Cottages Outwood Lane Chipstead – Single storey rear extension.

Approved.

20/02092/S73 – Courthill House 1 Court Hill Chipstead – Conversion from C2 to C3B - The accommodation will remain for people suffering from learning difficulties but for a maximum of 6 rather than 12. The mode of care has been changed, Learning Difficulties are no longer under residential care, under the new rules Learning Difficulties are under supported living of a maximum of 6 residents.

19/02269/F/AP – Rowans Hill High Road Chipstead – Appeal against refusal for change of use to an independent special school for children with autism and related special educational needs and disabilities.

Appeal to be conducted by exchange of written statements.  Objections that were submitted to the application will be passed to the Inspector.

20/02326/Listed Building Consent – 3 Leyfield Mews Elmore Road Chipstead - Addition of 3 continuous joined conservation rooflights with external gazing bars of traditional profile to western aspect of roof

Approved.

20/02208/F – Nuthatch Rickmanshill Road Chipstead – Demolition of the existing house and erection of a block of five apartments with associated parking and landscaping.

20/00666/HHOLD – Court Mead Coulsdon Lane – Retrospective application for retention of front wall and entrance gates.  Revised plans.

Landscape approved.  Awaiting completion of the full planting scheme - 90% has already been planted leaving one part of the wall frontage unplanted although this was included in the planting scheme.

19/00201/S215-3 – Longshaw Stables - Enforcement Action requiring repairs

The site is now for sale by auction.

19/01005/HH – 1 Pigeon House Farm White Hill Chipstead – To create a new sole use driveway into our property.  Amendments submitted as requested 5/12/2019, 20/1/2020, 9/3/2020
