20/00666/HHOLD – Court Mead Coulsdon Lane – Retrospective application for retention of front wall and entrance gates. Revised plans.
The previous retrospective planning application was refused as the wall and gates were considered to be an inappropriate form of development with a harmful impact on the openness of the Green Belt in this location. The current application has proposed lowering the height of the wall and planting a laurel hedge in front of the wall, along the roadside. The existing gates and the gate piers remain and stay their current height of 2.10m. These changes do not appear to remedy the design and appearance issues that lead to the previous refusal. The gates and their supporting piers should be reduced in height to match the reduced height of the wall, if the development is to be considered appropriate for the area. There is uncertainty on the sustainability of any planting that is made in front of the wall at the road edge and the advice of the Tree and Landscape Officer is required on the suitability and sustainability of the laurel hedging in this location.

Following a review by Planning Enforcement on building work that had been commenced, this application has been submitted. There needs to be a clear plan of where the proposed structure will be located and exactly what it will be. As a Conservation Area, any development has to be in line with the approved criteria. Clarification is required of what accommodation and facilities are to be included within the proposed structure.
