17/00645/F - Ash Meadow Bridge Way Chipstead Coulsdon Surrey CR5 3PX - Demolition of existing office building and erection of a dwelling, garage and associated parking, alterations to the existing dwelling.  Amended drawings submitted on 23 May.

Resubmission for development. Objections submitted on highways safety grounds and with a request that if permission is granted conditions should be added as were placed upon the only other development in the last 30 years in Bridge Way ie. No use to be made of Bridge Way for access and a restriction on the size of the development to protect the nature of the area. 

A second appeal on a previous development application is still pending on this site.

17/00688/F - 19 Court Hill Chipstead Surrey CR5 3NQ - Proposed removal of outdoor swimming pool, re-positioning of outbuilding and construction of detached dwelling (revised resubmission of 16/00227/F)

The original application was refused because of the design and the impact it would have upon the character of the area. It went to appeal and though the appeal was dismissed the principle of development on the site was established.  This is a revised submission.  Objections submitted based upon the redesign and taking account of the Inspector’s concerns about the need for more landscaping and the negative impact on neighbour amenity.

17/00826/HHOLD - Beech Corner Hazelwood Lane Chipstead Coulsdon Surrey - Single storey side extension

An application to replace the existing single storey extension with another similar extension. No objections submitted.

17/00631/HHOLD - The Hawthorns Monkswell Lane Chipstead Surrey CR5 3SU - Demolition of rear conservatory and construction of single storey rear extension. Construction of single storey side extension.

No objections.

17/00870/F - Cornerways, Smugglers, Mountfield & 266 Chipstead Way Outwood Lane Chipstead Surrey CR5 3NH - Demolition of existing buildings and redevelopment to form 25 Retirement Living Apartments for older persons including communal facilities and associated parking, landscaping and new access.

Objections submitted in summary are that – the layout and siting is inappropriate and unsympathetic to the appearance and character of the local environment.  The building line has been brought much further forward, the mature vegetation has been removed and not replaced like for like and the proposed design does not reflect the character of the area. In addition, the parking provision impacts upon the neighbouring property’s visual amenity and unreasonably affects the amenities and living conditions of the adjoining properties.  This harmful impact cannot be mitigated by boundary treatments. 

With the development of a property with multiple units, there will be a significant increase in the number of vehicles entering and leaving the site, over and above those vehicles of the proposed flats, the entrance on Outwood Lane will have to serve all the traffic for the site.  This is likely to interfere with the free flow of traffic on this busy road and it will represent a significant increase in traffic turning in or coming out of this entrance where currently there is one house; they will do so at a point on a busy road and by a junction and this will be prejudicial to highways safety.  There are 25 units but with only 18 parking spaces for all residents, staff and visitors, by any standard, this is inadequate especially when there is nowhere in the surrounding roads to park that will not obstruct or interfere with the free flow of traffic.  Overspill parking in Chipstead   Way not only reduces the available road width to the detriment of road safety but may also adversely affect the amenity of surrounding properties through roadside parking.

In conclusion, this is not a suitable location for such a development, it is not close to a town centre as other developments of this type, would require a car to access normal facilities and yet provides insufficient parking to service the development.  It would have an overall prejudicial impact on the local community.

17/00452/F - Hedgeside Walpole Avenue Chipstead Coulsdon Surrey - Demolition of the existing dwelling and garage and erection of 3 dwellings with associated access and garaging

This is a resubmission of an application that was granted permission in August 2014 with a condition that it was developed within three years.  No development has been undertaken hence the resubmission to renew the permission. 

91/00841/VS106 - Woodlands Deer Farm How Lane Chipstead Coulsdon Surrey - Discharge of the Section 106 Agreement pursuant to RE91P/841/OUT and RE91P/841/1/RM

The original intention of the planning obligation was to ensure that the accommodation was only available to support a worker on the site, specifically engaged in farming deer and the running of the property. The application submits that the obligations no longer serve a useful purpose, as the applicant is not actively involved in agriculture, or specifically the farming of deer and given the recent planning history, it is unlikely that the property would ever be actively commercially used for deer farming.

A Certificate of Lawfulness for the occupation of the dwelling in breach of the agricultural occupancy condition (no.7) was granted on 26th September 2016 on the basis that the applicant was not solely or mainly employed in agriculture or last employed in agriculture and that the condition had been breached for more than ten years continuously (since 2002). Subsequent to this, planning permission was granted for the removal of the agricultural occupancy condition (no.7) on the 29th December 2016.  In addition, when planning permission was granted for the extension of the farmhouse in 2003, this did not contain any conditions and therefore this part of the house has no agricultural conditions.  In these circumstances, this planning obligation would appear now to be unenforceable.

17/00385/OUT - Demolition of No. 224 to provide a new access road to rear and on the land and the land to the rear of 226 to 230 Chipstead Way Woodmansterne the erection of 1 x 3 bedroom house and 5 x 4 bedroom houses. Provision of associated parking and new landscaping.

Awaiting decision – amended plans submitted 7 April.

APP/L3625/W/17/3168151 - 16/01562/F – Ash Meadow Bridge Way Chipstead – Appeal on refusal for Erection of a dwelling and associated parking, alterations to the existing dwelling.

This is the second appeal on this site based on a revised application that was refused planning permission.  Objections have been submitted to the appeal on highways safety grounds.  Decision on this second appeal is awaited.

17/00268/F -  Norwood   Walpole Avenue Chipstead Coulsdon Surrey CR5 3PQ - Demolish existing bungalow and erect a detached two storey dwelling house and detached garage  

Objections submitted on the type of development, its impact on neighbour amenity and lack of appropriate transition to the Green Belt.  Amended plans submitted.
